Paint.net

Paint.net is increasingly my image editor of choice, and they have just released their latest and greatest version 2.6.

For the record:

I also use the old Microsoft Photo Editor that used to ship with MS Office and still can't be beaten for a few choice operations (actually it is still around apparently).

I also use Adobe Photoshop, which (like all Adobe products) I despise.

I also use the lovely Picasa for photos.
